KCC (Korea Communication Commission) Scheme

What is KCC ?
The broadcasting and communication equipment conformity assessment system has been implemented according to Article 58-2 of the Radio Waves Act. It is divided into the certification of conformity, registration of compatibility, and interim of conformity. A party intending to manufacture, sell or import broadcasting and communication equipment must have one of those three certifications.

Type and Method of Application for Certification

- Certification of Conformity
A party intending to manufacture, sell, or import equipment that can harm the radio environment, the broadcasting communication network, or others, as well as those whose normal operation can be affected by radio waves can apply for the certification of conformity by attaching the related documents to the Natrional Radio Research Agency (The National RRA).

- Registration of Compatibility
A party intending to manufacture, sell, or import broadcasting and communication equipment that is not subject to certification of conformity can register the equipment by attaching the letter of confirmation that verifies the compatibility to The National RRA over the Internet.

- Interim of Conformity
If there is no criteria for assessing the conformity of the broadcasting and communication equipment or if it is difficult to assess the conformity for whatever reason, the conformity can be assessed using the standard, specification or technical criteria of Korea or other countries and then attaching the region, period of validity, and condition of certification to the manufactured, sold, or imported equipment.

Transport network equipment
-Target equipment for Registration of Compatibility after Testing by the Designated Testing Agency

• Information device (computer, peripheral, component, etc.)
• High frequency equipment used for industrial, scientific, or medical purposes
• Engine starter for the automobile and ignition
• Broadcasting set-top box and related parts
• Lighting equipment such as the fluorescent lamp

Other targeted equipment
-Target Equipment for Interim of Conformity

After factories or importers take product testing from a safety certification body and register the relevant appliances to the safety certification body if the results verify the appliances are complying with the safety standards. Under this scheme, routine inspection (including routine factory inspection + Annual Product Testing), which shall take minimum frequency of once per year will be exempted; validation period of the registration is for five (5) years
